No doubt Washington was a statist too for putting down the Whiskey Rebellion and Jefferson for pushing the Louisianna purchase. John Adams actually was one for supporting the Alien and Sedition law, so I'll grant you that. So, yeah, all of the Founders were for small government and the rights of the individual above all... except the ones that weren't.
