The temporary and agriculture visa grantees are permitted to bring their families also. How are they going to track all of these folks to be sure they leave? Answer: They aren't. I have this vision of the US looking like Saudi Arabia. There, they import their labor and few actually "work" for a living. When we get to that point, who is going to foot the bill?
