Welfare is one of the culprits. Politicians want 100% graduation rates within the 4 year time limit, but they have made a system where people know if they don't graduate and don't get a job--the government will send them a check every month, give them public housing, give them food stamps, give them health care, etc etc etc.

Hold that thought for one second. Of course higher high school graduation rates are something every American can and should celebrate. What’s not to like? However, if we look a bit deeper and try to understand why this phenomenon is actually happening -- this sort of “progress” is slightly more complicated (H/T Allahpundit):
