Usually people who say that kind of stuff are actually leftist statist Demmies at heart, who are actually just frustrated & having little hissies because the conservatives are finding their voices & pushing back against the statist tide & insensible growth of government for its own sake. If real conservatives were to take control of the federal government & start seriously reducing its size & cost, would your "moderate" pal be OK with that & get annoyed with Demmies who try to block it? I frankly seriously doubt the "moderation" of anybody who's OK with constantly expanding government, & only barks at those who oppose it. Nothing is less "moderate" or more "extreme" than statism & totalitarianism.
When speaking with swing voters (yes, there really are some truly moderate people left), I often encounter a fierce animus against the gridlock in Washington. They typically blame both political parties for the inability of our leaders to resolve the issues of the day. I reply by informing them that we have entered a period of little compromise. Among the reasons for this environment is Wayne LaPierre and the NRA, and what they’ve caused is not necessarily a bad thing.
