Was Nestor still pulling his stunt in the mid-80's? I remember then the Maryland side of the Beltway would bog down almost every Saturday afternoon, but it was blamed on trucks jackknifing. I wonder if that was caused by the people merging right to get around Nestor & pulling out in front of the trucks? Somebody needed to hunt down Nestor every day, cut him off, & slam on their brakes until he was forced out of the left lane.

In the early 1980s, transit officials in Washington couldn't figure out why traffic on the Beltway would grind to a near halt every day around the exact same time. The usual explanations didn't fit.
