I agree that the millions missing from the workplace do exist. If they were included in the unemployment rate, then the rate would be 11%. But, the problem is, it's always been done this way, hasn't it? If we included these missing millions in the unemployment rate, then we wouldn't be comparing apples to apples.

Nope. This 'jiggling' is a recent policy. See the articles by Mike Shedlock that deal with this subject. They leave no doubt.
