Perhaps you are viewing the problem of obligations from the wrong angle. You assume we have some constitutional obligation to solve all problems at the federal level, with federal tax dollars, with any and all available federal programs. The correct answer might be that some of the problems you see, are issues for the 50 states to resolve, as they see fit, individually, state by state. Why does every problem require federal oversight and federally mandated solutions? IF we do as you seem to indicate, then everything is a federal problem, solved by raising taxes again & again, until everybody is broke & homeless.
Only a single tear? Why any tears? We should be some place toasting sanity and common sense winning the day!
Since you mentioned Milwaukee and I live there, I would like to offer a mere $63 million. Seems there is some federal transportation monies available to build a 2.2 mile trolley car system in downtown Milwaukee. Mayor Barrett get all excited at the prospect of having this trolley. We don't need the trolley of all of the other issues which the locals need to resolve before building. BUT if the feds would rescind the monies, it would make a lot of locals very happy. However, this common sense move would be way too easy...

Just a thought.... Obama and the wife will be available... and if there are some golf courses, I'm sure something can be worked out.... an added bonus, Obama can visit the prisoners at Gitmo... telling hem how great they are, who Islam is so wonderful... and who's on the 'drone' list'... Anybody wanna recommend Obama replaces Castro?
This sounds like a perfect example of 'civil discourse.' IF you fail to accept our ideas, let us run things, then we will kick the you-know-what out of you and call you names. And some how, some way, all of us conservative types, are racist, terrorists, evil, gun totting idiots, all the while remaining civil in our discourse... I sure hope some day your loyal followers will get the wake up call and realize you are not as correct as you believe you are...
Milwaukee is a liberal bastion. The mayor, the county exec, most of the city aldermen and the various county supervisors, and even Sheriff Clarke are Dems... except Clarke acts and runs his dept. like a Rep, but is listed as a Dem on the ballot... The county exec, reduced the number of sheriff deputies by 86. Clarke and the county board fought the cuts. But failed to override the county exec's veto. So Clarke has the same amount of work to do, with a lot less people.

Except police, fire & EMTs were except from the Walker reforms. Just so you know...
It might be a good idea to investigate your statements before you make them. Walker's reforms did nothing to the police forces in Wisconsin. Sheriff Clarke runs for office as a Dem. Acts like a Republican and Clarke is Black. Chris Abele, is a Dem, who is county exec for Milwaukee County. Abele cut 86 deputies from Clarke's staff and budget. The County Board failed to override Abele's veto. Most of the board are Dems. As for protests at the capitol, Clarke is in Milwaukee, 90 miles away.
A couple of things: The fed employees have unions but do not have collective bargaining privileges... the 2nd thing is how will you get right to work past all the DEMs in the Senate & House? Obama won't entertain ANY right-to-work laws. So while I agree with many of the comments here, there are some problems... plus let's remember that there are some real you know what's, who are employers, who are bosses, in the private sector and the public sector.
