No, not civil disobedience at all. Read the Constitution -- and remember to start with that opening phrase, We The People. (Meaning, the sovereign parties ordaining, defining, and limiting the federal servant.) Many conservatives have been dusting off the Declaration of Independence lately, asserting that since government has definitely become destructive of life, liberty, and the pursuit of happiness, it's time to alter or abolish it and make something else.
