If Obama loses the election, afterward, he can sign this treaty and then formulate all the EO's using it as a chassis to his heart's content, but if he tried to ENFORCE those EO's, at least the vast majority of those charged with enforcing them would simply run the clock out on Obama until January 20th, at which point I'm very confident that President Romney would IMMEDIATELY rescind those EO's (he BETTER if he doesn't want to find himself a lame duck on his very first day in office).
