Iran is the biggest state sponsor of terrorism. They have the motivation and the terror networks. The only thing they lack is the bomb. The deliver system problem is much simpler when you have people that are willing to commit suicide for the cause, like the perpetrators of the 9/11 attacks and many other attacks which are to numerous to mention. Chapman does not understand Islamic terrorism.
