While it is true that government payroll spending does return some of the money to the economy, it was first taken from the economy. Even if 100% of the money was spent and returned to the economy it would at best be a wash. With the few exceptions like the Postal Service that sells postage, government does not generate income therefore cannot contribute the economy. By IRS definition and accepted accounting practices, government is a non-income producing overhead expense to the private sector.

Exactly-- unless money spent returns goods or services it is money taken out of the economy, money spent to produce and enforce regulations or to issue entitlements only cripple the economy.
