You know, you really have this wrong. The so-called Clinton surpluses were created in the Reagan and Bush I years. Clinton benefited from the policies of the previous three administrations — this in spite of the fact that most conservative or semi-conservative administrations are saddled with Democratic majorities most of the time in Congress and never have been able to fully implement their economic policies ... which do benefit ordinary people, and particularly the middle class.
