Why doesn't Boehner et al demand that until Congress does its duty and passes a budget, there will be no negotiations -- that way, btw, the onus will be on Harry Reid!

He doesn't need a budget and he's better off without one. The budget is not spending money, it's a plan to spend money. To actually spend the money, it takes appropriations and all appropriations are originated in the House. Boehner does not need the President nor the Senate to cut spending like he keeps pretending he wants to do.

No, Boehner’s got other ways to screw up the economy, ones that have the happy effect- for him- of keeping the government vortex flowing and sucking in all the money it can.
