I bet if you polled and asked questions like, "Should I have to do a background check on my brother or best friend before I sell them one of my gun?" or "Should a background check be done on someone who is willed a weapon by a deceased friend or relative?" you would get a vast majority saying "No". That is baically the way to frame the "universal background check" recommendation.
