No. The Constitution was written because people were getting concerned about states raising economic barriers between each other, and that the Confederation government was too weak to protect the nation from re-takeover by some European power. A. Hamilton made it first order of business to protect the value of American currency, and that required honoring Revolutionary War debt. Later, c. 1840, the Federal Government did very-good by letting several bankrupt states actually GO bankrupt and suffer the consequences. A lesson to everyone.
