The poor depend on inexpensive used vehicles. By taking so many good cars off the market and DESTROYING them, the price of used cars will go up.

Regarding the recently passed cash for clunkers program. Isn't that going to take a lot of cheap used cars off the market which will make it harder for low income people to access affordable transportation?
