I used to ride competitively. They usually tested the top 5 finisher and an additional 5 chosen at random from the entire field of finishers. (the minimum number to get the volume discount from the testing lab.) For the pee test, you had to remove your shirt, and pull your shorts down to your knees then pee in a cup in front of total strangers/witnesses. Unless it was an important event, the results usually took a week to get back.

The USADA, being a new government agency, had to establish credibility in order to justify its existence and compete for federal dollars. What better way to establish itself than by tearing down one on the most accomplished athletes in America. Truth was the first casualty in their relentless pursuit of Armstrong. They used the testimony of Armstrong's discredited competitors (actually guilty of doping) and the governments all-time favorite tactic "spend him into submission".
One of my problems with the Spectator-in-chief playing so much golf, taking so many vacations and schmoozing with Hollyweird stars, is who's minding the shop when he's so frequently gone? Obama has appointed so many Czars to determine policy, make decisions and issue edicts on his behalf that he can truly say he has no idea where a specific policy - with his signature - came from! Everyone knows that this part-time president has appointed communists, pedophiles, environmental wackos, homosexual activists and America haters as his czars, most of whom would never survive a congressional confirmation hearing! And not surprisingly massive leaks of classified information from the White House are coming to light!
