Such a procedure could be increasingly important as population density increases and with it the need to be good neighbors. TO keep the definition of good neighbor under local control, such interventions shoujld require local complaints. Definitely open to abuse, or use to evict large numbers of immigrant population whose practices do not fit traditional Dutch society
