There is no "Republican-controlled Congress." The House of Representatives, often referred to as "the lower house" because it wields slightly less power, is majority Republican. The "upper house," called the Senate, is dominated by Democrats. If Congress passed legislation, it required passing in both houses. Blaming "the Republican Congress" for every obstacle encountered by the President is deceptive. Congress hasn't passed an annual budget in four years. They are supposed to do it annually, by federal law. It is the Democrat Senate that is responsible for establishing and passing that budget, and leaders are hinting they have no intention of doing so next year either!
