Doesn't anyone here agree with the notion (first brought up by senator nonesuch) that it's the seriousness of the allegation that we must act on, and not what the actual allegation is?

OK, I agree that the column is indeed "cards cast." But since there were TWO cards cast per voter, why are there odd numbers showing up in the raw data? Remember from your elementary school math: any integer multiplied by two will result in an even number.

You are incorrect. Read Article I, section 8, where it says "To exercise exclusive Legislation in all Cases whatsoever, over such District..."
