I need help on this one. Can anyone help me understand why the House passed a bill that if enacted will create a law that in essence says that Congress must pass a budget, which is identical to the law that already exists in the constitution that says Congress must pass a budget. The House of Representatives has passed legislation known as the "No Budget, No Pay Act" to raise the debt ceiling, funding the government through borrowing until May. The legislation includes a clause that requires politicans pass a budget or receive no pay.

 The vote was 285 to 144, largely on the back of Republican support.

Most House Democrats spoke out against the bill. Minority Leader Nancy Pelosi called the salary provision a "joke" and Minority Whip Steny Hoyer called the bill a "political gimmick" that perpetuates uncertainty.
