Here's the problem with your hypothesis. This nation was designed around English law, Protestant religion, and the ethics of self-responsibility. There will never was a design for minorities to be treated as some type of political power base. This is obvious in the Constitution when talking about the Native Americans. The same reason the demographics of any nation have to be preserved to ensure that the culture, language, and the concept of governance are maintained. Let's compound the problem, instead of having an immigration policy—where one must assimilate into the society—we now have an open border policy where people come to America cutting out small niches of their own burrows of the society from which they came. They come not to America to become Americans, they come to America for the economic opportunity—the hell with becoming Americans.
