Regardless of the arguments set forth on cost effectiveness etc, the point is this: EPA is an Agency, and part of an Administration, that has gone rogue and needs a bit pit in its mouth and the reins hauled in. It seems that the Horse Country of Frankfurt should be the place for such an effort to commence!
