This government bureaucratic dictatorship abounds in California in mobile home parks. If there is a water leak, a permit is required to get it fixed. The same applies to any other minor repairs. Tenants can't have anything stored out side of their trailers etc making life more rigid than in the military. State inspectors are continuously harassing the owners on various situations on a freeloading basis to justify their existence. Consequently, many have gone out of business.
