I am a doctor and agree with Dog and Storm. Every person with a handicap does not need a wheelchair. Cardiac patients like that eventually feel great but it takes some time. Perhaps the man did not feel the need to grimace and wheeze with every step. I try to remember this whenever I see someone hop out of their car from a handicap spot.
