Not blaming any of "them." The enemy is us. Our agenda has fractured (see the article above.) and, like Humpdy-Dumpty, cannot be put together again. At least, so it seems. It has not been a steady decline, nor would such be expected. The Reagan-Bush I-Clinton years were a bit of a respite, but it turned out to be illusory.
