Prior to the Medicare prescription drug plan there was nothing in place to help senior citizens with their prescription drug needs. If you'll remember, many of them were buying from Canadian pharmacies or going to Mexico for cheap drugs. We had to do something to help and the prescription drug program has been a success in that it's created competition among insurance providers and it's more than paid for itself without further government intervention.
