The reason Harry Reid isn't going to allow a vote or produce a budget is the same reason they haven't done it since Obama took office. They want no paper trail or constraints on how much Obama spends so there will be no budget. We have been operating off of "Continued Resolutions" since the day Obama was sworn in. This way Obama just spends whatever he wants to and we keep adding to the deficit and debt. Then we have a fake argument over raising the "Debt Ceiling" which we are always going to because we can't default. All this arguing over taxing the rich is political theatre to boost Obama's Ideological Agenda. It won't do squat to pay the bills.

The White House has effectively conceded that the President's "plan" (note the sarcastic scare quotes) for avoiding the fiscal cliff cannot even pass the US Senate, which is controlled by Democrats. 

“We don’t have 60 votes in the Senate,” White House press secretary Jay Carney said, adding the White House was “very confident” that Democrats support the principles outlined in Obama’s plan . . ..
