Unfortunately the Republicans are just as bad at avoiding specifics as Obama is. Until Boehner and the House publishes a comprehensive list of exactly what programs and pork they want to cut and insist on a budget to do so this will remain a food fight. All John Boehner has to do is say, "Mr. President we are ready and willing to meet and discuss any ideas you have as soon as we see a Budget from the Senate that has not presented one since you took office. As soon as this happens give me a call and we'll schedule a meeting to avoid the Fiscal Cliff."
