I think the concern is their closing in on HAVING that ability to do so. That, plus their rhetoric has been to use that capacity when they obtain it. Now, you can live in your Pollyanna world where all is beautiful and flowers, and skittles, but the real world is nasty and brutish and there are bad players out there.
