Since they didn't pass it by a 2/3's majority, it was an exercise in futility.

Ms Kelly: We are talking about doing a complete rewrite of the tax code. It is idiotic to suggest that we put in provisions we KNOW are going to be a problem and suggest that our kids and grand-kids can sort it out. It is much better to design the best tax system we can & then put it into place. And the prebate is a horrendous feature that should be eliminated .

ryoung -- The IRS does not say that taxes are voluntary. They say they have a voluntary system of tax compliance -- i.e., people fill out their own tax forms & send in their money "voluntarily". It is true that if you don't "volunteer", you go to jail. But it is different from the "involuntary" alternative being considered in the UK. There they want all money sent to the government and the government will provide the worker whatever is left after taxes.
