FEMA is a man-made catastrophe, all by itself.

Read up on the "Incident Command System", which is the structure that governs these government responses to crisis. It is patterned after the military "chain-of-command", but since it is staffed by bureaucrats, it is an unwieldy, unworkable, top-heavy bureaucratic nightmare.

The ICS model demands "top-down" control of every "asset" brought to bear on a crisis. That's where it differs from the military, where subordinate leaders have the latitude to work problems on the lowest level.

Crisis demands leadership. The gov't sends bureaucrats. Mystery solved.

Those wise and yet haunting words spoken by one of our nation's greatest presidents couldn't ring more true -- especially today, as winter sets in on an estimated 130,000 of our fellow Americans who are still struggling without power. Many live without heat, hot water or inhabitable homes and question the government's efforts to alleviate their condition.

Amid the election frenzy, several mainstream media outlets instantly praised the Obama administration's response to the Hurricane Sandy devastation in the...
