In Florida,if your car is towed or impounded,you MUST show your driver's license to get it back. (all the while,storage charges are accruing.)

you missed my point completely;
When the CITY fails to do its job,they can and should be held financially responsible if someone is hurt because they let a unlicensed driver have his car back,without them HAVING a license.
And there's NO reason why ANY illegal should be allowed ANY of the privileges of living in the US. We've been told for many decades that driving is a PRIVILEGE and that it can be revoked at any time.
