The slave states wanted the slaves counted one man, one vote for Representation and as PROPERTY for Direct Tax.
The Founders rejected that and compromised with the 3/5th rule

After a long two week recount battle, Col. Allen West has conceded to Democratic opponent Patrick Murphy in the race for Florida's 18th congressional district.
