No way Guy, the budget does not need to grow because of Inflation! The budget needs to grow to feed the Monster Growing Government. The Government is a beast that only gets worse with Size and the Government has grown every year under the current and last 1/2 under the last administration. Clinton was wrong when he said the era of Big Government is over and our current administration has proven that. Kill the duplicity in agencies and make the Government deal with a Yearly Budget and not the Base Line 10 year they are using.
