See table at http://www.bls.gov/news.release/empsit.t04.htm I think you are referring to an article from the AP about new college grads that combines unemployed and underemployed using data compiled by some researchers from Northeastern University (not BLS). The number from the BLS is the U3, which does not account for either underemployed or those who have stopped looking (have not looked for work in the last 4 weeks).
