Larsen is right. In addition, these programs take money from people that they could use, and did, before excessive government spending and taxation, use for actual charity for people who really needed it, rather than for supporting more and more government bureaucrats and welfare queens. They probably get less percentage to people who really need it than you would if you simply threw your money up on the air.
