The only reason the deterrent factor is discounted is because we never know about the incidents that didn't happen.

To your point, I just read today that the Mall shooter in Oregon (Clackamas Town Center) in the previous week, shot himself after being confronted by a citizen with another weapon. He only killed two victims.
