Millions, - surrounding the capital building and chasing the lot of them directly into the Patomac. Only afterwards worry about the polution and dealing with the EPA. Come to think of it include MOST of the Agency heads as well....then there will be nothing to worry about but finding honest Statesmen/women to fill all the vacancies. Half could go unfilled and no one would mss them.
