The problem with state issued IDs in Illinois is the Motor Voter act where you just have to show a bill or letter with your name and address and any picture ID to get a Driver's license or state ID, then you can register to vote at the same time. Workers are not allowed to ask if you are a citizen so anyone can register to vote and have an ID whether citizen or not.
At Barack Obama's campaign event yesterday, attendees were asked to bring photo ID in order to get in to see the President. Apparently they've faced issues of "fraud" - people showing up who aren't actually supporters of the President.

Jessica Kershaw, the Obama campaign's Ohio Press Secretary, confirmed in a statement to BuzzFeed that the campaign checked every supporter's identification at the door.

"We checked every ID at the door to make sure it matched with the name on the ticket that supporters filled out," she said. "We did this for every person who came in."...
