The problem with state issued IDs in Illinois is the Motor Voter act where you just have to show a bill or letter with your name and address and any picture ID to get a Driver's license or state ID, then you can register to vote at the same time. Workers are not allowed to ask if you are a citizen so anyone can register to vote and have an ID whether citizen or not.
