It does not matter where he was. It is illegal under American law for any American to engage in underage sex whoever he (or she) is. Although I believe such an act would also be illegal, that is irrelevant with respect to the American law.

Sex with a minor is a federal offense no matter the other countries law. If you travel from one U.S. state to another to have "legal sex" with a minor it is also a federal offense. This has been the law since the 70's but has been updated a few times, most recently i think was 2003?. The federal law says a minor is under the age of 18. One case i read a Californian man got 25 years for traveling to Thailand to have sex with minors.

They do have "sex tourism" laws, in an effort to stop pedophiles from traveling to other countries with lax child sex laws. I don't believe it's constitutionality has been challenged, at least not yet.
