Actually this was Obama potentially out smarting the Republicans.
He offered them some crumbs if they are dumb enough to go along with Obama care and covered his rear in case he fails to get it passed. If he fails, he told them exactly what he is going to kill them on, and it could work if the republicans let it.
Pre-existing conditions coverage is a component that the people want. The Republicans give lip service to supporting it, but as Obama (correctly for once) stated, they don't have a workable plan to provide it. They need one as soon as possible. Mandating universal coverage addresses it, but this is one of the worst features of the Obama plan. Letting people wait till they get sick to buy insurance isn't the answer either....
