Obama, as all great military strategist like Saddam H., fully understands how to accomplish a strategic retreat. Disengagement from the European defense should have been gradual including winding down the troops and bases on EU soil. Only a couple of Navy ports should have been maintained as a joint forces base, say, in Italy. You can dominate the Med from southern Italy with the reach of the carrier battle groups.
