Those figures are largely a product of the mainstream media's relentless attacks against Bush and blind allegiance to Obama. I can well believe that those outside the US seeing the American media's criticism being permission to pile on.

I seem to recall that they used their own criteria to determine what constituted "correctly informed." One could be quite well-informed yet be counted as among the "least informed" for not agreeing with them.
