It is really not all that much information. See http://www.uscis.gov/citizenship/teachers/educational-products/100-civics-questions-and-answers-mp3-audio-english-version. There are sure to be translations. Using those translations, and the questions with audio, couldn't you learn enough to pass?
The foreign born are not necessarily foreigners. They may be naturalized US citizens. Many of these are of great value to the country.
