Living in Washington State (but east of the mountain range) and being in law enforcement I have seen WA state drivers licenses (DL) that actually have printed on them this notice "Not Valid for ID". That is because the state will issue a DL without the subject providing any corroborating identification documents. And what does this mean? Well, anyone can come here and say they whomever they want to be and they will be issued a DL! Police agencies from surrounding and nearby states are awash in holders of these DLs from my state. I will add that the demographic that arrives in this country without proper ID are those that arrive here without benefit of proper entry/migration paperwork.
