Actually it did not pass with a single Republican vote. In fact, the only bi-partisanship on part of the bill was the vote against it. Nobody suggested stifling the free market. The point was quite clearly directed towards Obama's disdain on drilling domestically for oil and other resources which has obviously lead to an increase in energy prices.
