According to the 14th Amendment, anyone born (or naturalized) within the jurisdiction of the United States is a citizen of the United States AND of the state in which he or she resides. Citizenship is derivative and cannot be controlled by the state itself. Second, no state can deprive any American citizen of the privileges or immunities of citizenship. This means, among other things, that the state cannot deprive a citizen of U.S. citizenship by seceding. The Privileges or Immunities Clause explicitly prohibits a state from depriving citizens of their federal rights, and secession would be a blatant violation of that prohibition.
