He says "there is STILL NO LAW AGAINST PRAYING IN PUBLIC. No one has followed this decision to make one."
No one needs to make that law--the Constitution's prohibition against establishing religion is that law.
He goes on "A case by case decision and not a legislative act that takes the rights away of any citizen. The court has no such authority under the US Constitution to deny all citizens speech rights."
The Federal Court didn't deny any citizen speech rights--the "citizens" involved didn't have this right to begin with--the Constitution says they don't.
