After 9/11/2001, many high level terrorists reported that the reason that they were emboldened enough to launch their strikes was that based on how slick Willy Clintoon handled the attacks on the Khobar Towers and USS Cole, they perceived that all the US would do is sue somebody! Further, Slick Willy declined three, count 'em, three offers to have Bin Laden delivered on a silver platter. He even admits that these were "his biggest mistakes", but then, there were so many that he probably just lost track!

During the John Adams administration, Americans were offered a chance to bribe their way out of a war. Most responded by chanting, “Millions for defense, not a penny for tribute.”

These days, our political leaders might go for the tribute.

Spending money is easy, when it’s somebody else’s money. Political leaders are throwing hundreds of billions at domestic programs. Much of that money could be considered “tribute,” as it’s directed at big campaign donors such as teachers’ unions and public employees.
